1

Director
(Management, Research & CB)

a) To look after administrative issues.
b) To look after financial matters.
c) Organize and manage capacity building activities / trainings for the personnel of the procuring agencies /             contractors / suppliers / consultants.
f)  Provide help and guidance for dispute resolution mechanism in line with the application of rules.
g) Provide and coordinate assistance to procuring agencies for developing and improving their institutional framework and public procurement activities.

Director (Enforcement, Operation &Outreach)

  • To oversee / supervise assessment of Notice Inviting Tenders, Bidding Documents, Bid Evaluation Reports, contract documents and other procurement related documents received from the procuring agencies of Government of Sindh.
  • To examine and assess application of laws, rules, regulations, policies and procedures in respect of public procurement.
  • Strict enforcement of the SPP Law & Rules in all the procurements to be carried out by the PA in the province.
  • Any other task that may be assigned by the Managing Director in connection with official business of the Authority.

Director (IT)

  • Coordinate with the Consultant for modification and improvement of PPMS & MOOC.
  • Generate system based, procurement related reports.
  • Work out modifications and improvements of Authority’s website to meet the emerging needs.
  • Make efforts for the updating of the Authority’s website.

Procurement Specialist (Works)

  • Give expert opinion during the assessment of various works related procurements whenever required.

 

  • Work out proposed amendments in Laws, Rules, Regulations for works and modifications or alterations in the SBDs for works and other procurement documents relating to works.
  • Share the expert views while guiding or soliciting advice to Procuring Agencies during carrying out procurement of works.

Procurement Specialist (Goods / Services)

  • Work out proposed amendments in Laws, Rules, Regulations for Goods / Services and modifications or alterations in the SBDs for Goods / Services and other procurement documents relating to Goods / Services.

 

  • Share the expert views while guiding or soliciting advice to Procuring Agencies while carrying out procurements of Goods / Services.

Deputy Director (HRF&CB)

  • Managing the HRD functions for staff which include General Administration of staff.
  • Prepare accounts for the Authority.
  • Ensure expenditures within the budgetary provision.
  • Maintain Accounts and Personnel records and reconcile monthly balances.
  • Prepare financial reports for onward submission to various Government agencies.
  • Keep the financial record updated and make effort for clearance of audit paras or actioning on the observations.
  • Liaison with the Government Departments for release of Funds and Payments.

Deputy Director (Research, Reform & Outreach)

  • Look after reform activities carried out through various projects, World bank issues, US AIDS and Asian Development matters.
  • Coordinate with all PPRAs for harmonization of procurement related laws, rules and other things.

matters regarding provision of advice to the PAs on various issues relating to Procurement laws & rules.

Deputy Director (Enforcement)

  • Assess the assigned NITs, BERs and CERs hosted on Authority’s MIS system PPMS on daily basis leaving no pendency.

Strict enforcement of the SPP Law & Rules in all the procurements to be carried out by the PA in the province.

Legal Coordinator

  • Disposals of correspondences from NAB and ACE by furnishing reports after the scrutiny of record and perusal of SPP Law and Rules.

 

Preparation and submission of para wise comment/ statement and appearance in the court on account of authority.

Deputy Director (IT)

  • Update of Website.
  • Maintenance of Website.

Provide Hardware / Software / Internet / networking support to Authority staff.

Assistant Director (Finance)

  • Maintain cash book on daily basis.
  • Assist in preparing accounts, Budget and Financial report.
  • Assist in conducting external Audit.
  • Prepare General Ledger.
  • Maintenance of record of all financial matters.
  • Ensure timely payments of expenditures as per Rules.

Assist in preparation of Annual Budget and relevant parts of the annual report as tasked by the MD.

Assistant Director (HR)

  • Overall administrative and financial matters and issues of authority.
  • Operation of Bio metric attendance system and surveillance cameras.
  • Work of R&I, Reception.

Maintenance of record room.

Assistant Director (CB)

  • Carry out Capacity Building training workshop on SPPRA Law & Rules.
  • Coordinate with the Training Institute and work for updating of training modules.

Prepare annual Training Calendars and conduct training workshops on PPMS.

Assistant Director
(Research & Reforms)

  • Carry out research activities in procurement and propose amendments in procurement Laws, Rules, Regulations and policies.
  • matters regarding provision of advice to the PAs on various issues relating to Procurement laws & rules.

Assistant Director (Outreach)

  • The geographical coverages, meetings with head of procuring agencies on a regular basis.
  • Build capacity building of officials not only through orientation / refreshers, but also through presenting them a trend analysis of procurement deviations and how they need to work to bring in line with the book.

Assistant Director (Legal)

  • Disposals of correspondences from NAB and ACE by furnishing reports after the scrutiny of record and perusal of SPP Law and Rules.
  • Preparation and submission of para wise comment/ statement and appearance in the court on account of authority.
  • Maintain the record of above assigned Jobs.

Assistant Director (Complaints / Review)

  • Disposal of the general nature of complaint received in the authority against the Procuring agency.
  • Disposal of Appeals against the decision of Complaint Redressal Committee by organizing the regular meetings and getting decisions of the Review Committee.
  • Disposal of Procurement matters referred to Committee of SPPRA Board where SPP Rules are not followed in letter and spirits.
  • Maintain the records of complaints and appeals.

Programmer

  • Monitor website and keep track of traffic and queries coming and give feedback as per requirement.
  • Hosting of manual NIT BER & CED.
  • Troubleshooting system and Network problems and diagnosing and solving hardware or software.
  • Configure mail server and manage all section email accounts.
